Twitter has been the topic of many hallway conversations in the worlds of business continuity, public safety, and emergency response. On the plus side, Twitter is popular, cost-effective (free!), and immediate. Yet we’ve all heard cautionary tales about Twitter’s performance and reach; anyone who has ever tweeted has likely been greeted by the now-infamous “fail whale” at some point.
